Evaluasi Pelaksanaan Proses Input Data Skrining Peserta Jaminan Kesehatan Nasional (JKN) di Puskesmas Wilayah Gunungpati

Abstract

The implementation of health history screening for National Health Insurance (JKN) participants at community health centers still faces several challenges, including BPJS Kesehatan Web Screening server disruptions, inconsistencies in participant data, and limited digital literacy among participants, particularly older adults. These conditions may affect the efficiency of the data entry process and the quality of screening data. This study aimed to evaluate the implementation of health history screening data entry for JKN participants based on input, process, and output aspects at UPTD Puskesmas Gunungpati and UPT Puskesmas Sekaran, Semarang City. A qualitative descriptive approach with a case study design was employed. Data were collected through semi-structured in-depth interviews, observations, and document analysis involving eight purposively selected informants. Data were analyzed using the Miles and Huberman interactive model, consisting of data condensation, data display, and conclusion drawing and verification. The findings showed that the input aspects, including the availability and competence of human resources, supporting facilities, and network connectivity, supported screening implementation. The process involved recording, data entry, validation, documentation, and reporting, which were conducted in real time without double entry. The output indicated that the resulting data met the criteria of accuracy, completeness, consistency, and timeliness. This study provides empirical evidence regarding the implementation of screening data entry at primary healthcare facilities. Improvements are needed through strengthened self-screening promotion and participant education, as well as improved system stability.
