Abstract

This study aims to comprehensively describe the implementation of Electronic Medical Records (EMR) at the Tanjung Priok Harbor Police Primary Clinic in 2024, while also reviewing its impact on service quality, infrastructure readiness, human resource competency, and patient satisfaction levels. The research method used a qualitative descriptive approach through a 22-day field internship. Data were collected through direct observation of the service process, interviews with healthcare workers, and document and data review of EMR usage. Observations included patient registration, SOAP recording by doctors, pharmacy services, and monthly drug stock reporting. The results showed that the implementation of EMR significantly improved service efficiency. The average patient waiting time, which was previously around 60 minutes, was reduced to only 10–15 minutes, thanks to faster data access and minimal repetition of administrative processes. In terms of infrastructure, the clinic has adequate technology and network facilities to support the transition from a manual to a digital system. Healthcare workers, both doctors and administrative staff, demonstrated good readiness to operate the new system after undergoing internal training. Another advantage of the RME implementation is its integration with national health platforms, such as SATUSEHAT, BPJS PCare, and JKN i-Care. This integration enables real-time synchronization of patient data, simplifies reporting, and supports continuity of service across healthcare facilities. The impact is not only felt in internal work efficiency but also in improving the patient experience, who report higher satisfaction with the speed and accuracy of service. Overall, the RME implementation at the Tanjung Priok Port Police Primary Clinic serves as a clear example of the importance of digital transformation in the healthcare sector. With adequate infrastructure, skilled human resources, and an integrated system, the RME has the potential to become a strategic instrument for sustainably improving the quality of public healthcare services.
