Optimalisasi Peran PKK dalam Percepatan Sertifikasi Halal: Pelatihan SIHALAL dan Klinik Pendampingan UMK di DKM Baiturrahman Jaya Ancol (Pendekatan ABCD)

Abstract
The enforcement of mandatory halal certification by the government through the Halal Product Assurance Organizing Agency (BPJPH) demands readiness from all levels of business actors, including Micro and Small Enterprises (UMK). Unfortunately, limited digital literacy and the assumption that halal certification is expensive and complicated remain major obstacles at the grassroots level. This community service aims to optimize the role of the Family Welfare Empowerment (PKK) mothers within the DKM Baiturrahman Jaya Ancol environment, North Jakarta, in accelerating UMK halal certification achievements through the Self Declare (Sehati) scheme. In contrast to a problem-solving approach, this service uses the Asset Based Community Development (ABCD) method, focusing on utilizing social assets such as the solidity of the PKK network and mosque facilities. Through the five stages of ABCD—Discovery, Dream, Design, Deliver, and Destiny—65 UMK actors fostered by the mosque were actively involved. Initial observations showed that participants' understanding of the SIHALAL application and Business Identification Number (NIB) was very minimal. Through the technical mentoring of the "Halal Clinic," the participants' understanding score jumped from 40 to 89, and 80% of the participants successfully submitted their halal certificate applications. The conclusion of this activity affirms that the integration of community assets (PKK and DKM) with fiqh muamalah and technological literacy can accelerate the realization of an independent and competitive halal economic ecosystem.
