Abstract

The management of Hajj funds in Indonesia faces complex structural challenges following the institutional transformation from the Ministry of Religious Affairs to the Hajj Financial Management Agency (BPKH). Amidst the transition period and initial operations in 2017-2020, a phenomenon of trust deficit emerged among prospective pilgrims, exacerbated by information asymmetry and the spread of disinformation regarding the allocation of Hajj fund investments. This research is a community service-based study aiming to reconstruct public understanding and trust through the Participatory Action Research (PAR) method. Located in South Tangerang, this study involved the community of prospective pilgrims in a dialectical process covering the cycle of mapping problems (to know), deep understanding (to understand), planning (to plan), action (to act), and reflection (to reflect). Interventions were carried out through data dissection of BPKH Financial Reports 2019-2020 and structural analysis of the Cost of Hajj Organization (BPIH) versus the Cost of Hajj Travel (Bipih). The findings show that the participatory approach is effective in: (1) deconstructing hoax narratives related to the use of Hajj funds for infrastructure; (2) improving pilgrims' sharia financial literacy; and (3) instilling collective awareness regarding the urgency of financial istitha'ah for sustainability and intergenerational justice. This educational model is recommended as a reputation risk mitigation strategy for public finance management institutions.
