Abstract

Legal uncertainty and the stagnation of Islamic financial literacy often serve as primary impediments to accelerating the halal industry's growth in Indonesia, creating a paradox in the country with the world's largest Muslim population. This research report presents an in-depth analysis of a community service program aimed at unraveling the theological and juridical complexities regarding the Fatwa of the National Sharia Council-Indonesian Council of Ulama (DSN-MUI) within the Islamic Nusantara Center (INC) community in Ciputat. This study deconstructs the conventional empowerment paradigm that views the community as passive objects, shifting towards recognizing the community as active subjects possessing intellectual modalities through the Asset-Based Community Development (ABCD) methodology. Through the application of the 5-D cycle (Discovery, Dream, Design, Define, Destiny), this research reveals that INC possesses unique assets in the form of Islam Nusantara manuscripts and a network of santri intellectuals that can be capitalized into transformative legal socialization instruments. Field findings indicate a significant epistemological shift among participants: from understanding fatwa as a non-binding religious doctrine (ghairu mulzim) to recognizing it as a legally binding positive legal instrument through state regulatory absorption mechanisms. The theoretical implications of this study confirm that the ABCD approach is capable of bridging the epistemological gap between classical fiqh and modern positive law.
